Why do rail projects specify hydro demolition?

Because the rebar must survive. Defective concrete on structural elements has to come out completely without microcracking the sound concrete or damaging reinforcement — jackhammers do both. Ultra high pressure water removes only the concrete, leaves steel intact, and produces a bonding surface ready for re-pour, which is what the re-pour inspection wants to see.
